The first day is very very important. I try to remember up to 18 names in the first half hour so that I am more comfortable with them and the students see the effort I am applying to remembering their names.

Show the text and write on the board instructions about options for obtaining it. Discuss the rationale for what will be learned, then talk a little more about your experience and have the students introduce themselves to each other.

Yes I agree that the learning of students names is crucial and it allows the student to feel less anxious about the class. Using the syllabus and policies and procedures is also good to go over, but I think the best is what are your expectations as an instructor, and how you will be evaluating them as students.
