Facilitating a Course with Low Engagement

What are some best practices for facilitating a course where you have low engagement?

In my DH program, my students have a goal of successfully passing three exams in order to get their DH license. I therefore remind them how important class participation is and how they can build one success upon another, by critically thinking through the process using the tools they have learned. I also remind them to stay focus on obtaining that goal by being an active learner  during their educational learning process.

I have different strategies for low engagement courses, but one of the primary ways is to go through a sequence of connections to the student. I start first with an email, followed by a text message, then a phone call and finally report the student to either the advisor or Dean, depending on what kind of system the school has available.  I like using video text messages, those usually get the best response.
