As the Director of an Admissions team, it is important to understand that leadership to inspire good performance comes from being honest, transparent, affable, supportive to the team. Relying on incentives is not compliant and it may make the indivuduals and the institution subjected to penalties, not to mention it would promote behavior against regulations.
