Holly, have you spoken to these students directly and in private? For many students, once they know you are monitoring them directly they tend to be more mindful of the rules. You can also incorporate a class participation grade that can be used to score students on how they follow the rules which is much like how they will be evaluated in a work place setting. You can explain to your students that part of the objective of the class is to prepare them for the workplace and conduct and how they follow the rules is part of being a good employee.
