Do you think that it is the instructors responsibility to notice and immediately shut-down any inappropriate behavior?

It depends on the inappropriate behavior. Overall I would say, Yes, it is the instructor's responsibility as facilitator of the course to immediately address any behavior that is detrimental to the learning environment and the other students. However, you have to determine what that behavior is first. For example, some courses deal with very sensitive topics; therefore, a student's posting that might seem controversial to a traditional course, would NOT be for that specific course. You would still need to ensure that the students are not initiating personal attacks against other students, but as long as you have set clear expectations for participation and class behavior the method to deal with those situations should have already been determined. Are you referencing anything specific here?
