True, everyone should have the required accomodations to succeed. If a person lacks their accomodation and help needed not only is it illegal, but affecting a career possibly they are striving to obtain for a better life and future.

Be careful. Accommodations do not equate with success, and lack of accommodations do not necessarily bring failure. Accommodations are about access. Making the best use of that access is still the job of the student.
