If you are suggesting that there should be someone within the institutional structure to organize and facilitate accommodations (both to advocate for students and to support faculty), then I am with you. For everyone's sake, it is better if such services are provided by someone assigned to focus specifically on this task, rather than have support diffused throughout the structure (when it will be done spottily by different folks at different times).

It should be the institutions responsibilty to assign a professional advocate to assess the needs of the student .

I agree. I think for the safety of both the students and the faculty/staff, the institution needs to assign someone who has knowledge of the legal obligation to take responsibility for assuring those obligations are met.
