Non-monetary Motivational Strategies

What can managers do to motivate employees given the additional federal restrictions with elimination of the "safe harbors"?

Managers can most definitely still motivate employees with the elimination of the 12 safe harbors. Motivation does not necessarily have to come in the form of monetary compensation. Compliments really go a long way. As an employee simply being told that I'm on the right track, or being referenced as an exceptional employee provides great satisfaction. I enjoy knowing that I not only do my job well, but excel and exceed expectations. In learning I am doing my job correctly, or better than expected sends me to greater lengths to continue to surpass the level I am already at.
