Third party licensure and/or certification requirements can act as an external evaluation of the effectiveness of the educational package of a school. High pass rates are indicative of a training package that is effective in developing knowledge and skills. Low pass rates are a warning signal that all is not well in the education package. A great example is the NCLEX exam for PN's and RN's. Poor results are indicative is issues in the program overall. you have to start with admissions and examine every aspect of the training package.
