Here is a link to the Dear Colleague letter with the information you reference. To clarify, for students who first enroll for a program of student after July 1, 2012, the former ATB provisions do not apply. http://www.ifap.ed.gov/dpcletters/attachments/GEN1203.pdf We will be updating course references to this new ATB provision to reflect the upcoming changes.
