If classes are limited to 25 students, is it still not ok to tell prospects that they need to register in order to make sure that they make it into that class? What if they already have 20 spots filled and can only fit 5 more students?

Great question, Maria. I would ultimately refer you to consult with someone at your school designated to handle such compliance guidance. Generally speaking, factual statements are acceptable. But if another course (in your example) is available within a reasonable period of time, using the class size limits as a means to "push" a student to enroll sooner rather than later may be perceived as an inappropriate practice by certain regulatory agencies.
