Languages other than English

When does providing information in a language other than English constitute a recruitment effort in that language?

For example, if a prospective student requests that information be repeated in a language other than English and the recruitment officer complies with the request, is the school required to offer the enrollment agreement in that language?

I agree that this can present an issue. I volunteer in K-12 school system and we are required to have information in languages for the predominant subgroups- in order to comply with federal funding for a public institution. Having worked in post secondary for 16 years, in career school sector, I have not seen that mandate
