Out of class work documentation

We are a school who recently converted our program from clock to credit due to which we have a out a class work component in compliance with the new DOE regulation. We are currently holding on to all the home works which were assigned and turned back to the instructor. we tried to digitally save it hoping to save some trees, but then we have few instructor who were not too excited about it then we went back to old school method to files all these papers in individual student folders. Do you have any suggestion on how to maintain then effectively, i am really concerned about this.
Are we are expected to maintain all these records up-to 5 years.

Moving from paper to electronic records is always challenging for some to adjust to - it's not unusual to have resistance. But there are also great benefits to digital storage, assuming proper back ups and easy access exists. I think you will find if you stick with electronic, those who initially resist will eventually adjust, allowing proper record retention without the downsides associated with paper files.

Are we expected to maintain the out of classwork for the next five years also?
How are the other schools documenting this out of class work? Any suggestions?

You should check with your school's regulatory authorities to ensure handling these within any established guidelines.
