Can we have student representatives (intern) on non-Ohio college campuses help us distribute information about our post graduate program?

It would depend on the laws of the state where the students are distributing the information. In Ohio, the activity of distributing information about programs that require registration under Ohio Revised Code Chapter 3332 would most likely be considered soliciting and/or advertising for enrollment and would require registration of the school and its programs, even where the students would not be considered agents.

Would seasonal part-time employees who only present educational/service oriented presentations be required to be licensed as agents?

It can be done voluntarily by students. We cannot encourage students to distribute material or solicit, but if they referring a student we can considered involuntarily.

I believe that if a student is pro-organization, that student will "share the good news" anyway. However, if we provide the documentation that the student is distributing then we are asking for compliance-related issues and consequences. Word of mouth advertising is always effective.

So are you suggesting that the students on an Ohio campus soliciting or advertising on behalf of a registered school in Ohio would not have to be agents, just the school is required to be registered? Am I reading this correctly?

Any person who is actively soliciting enrollment on behalf of a school would need an agent permit regardless of whether the soliciting activity takes place on or off a school's campus. So both the school as well as the agent would need to be approved in Ohio if active solicitation is taking place.
