Official Transcripts
Who on campus is eligible to open official transcripts? Is it only the Registrar? Can the DOE, President, or Program Director's open official transcripts?

That would be the common practice among a schools. Our institutions can only accept official transcripts.

At my campus, only the DOE or the registrar can open the official transcripts.

It really depends upon your school and the policies set forth by your administration. Most schools only allow the registrar and the education director to open transcripts.
