Just some questions regarding a definition.
An institution must have a physical location in the state of Florida in order to be operating in this state? Institutions enrolling Floridians students in 100% distance learning programs without physical location in Florida are not said to be "operating in this state"?

False, 100% distance learning classes regardless of whether they have a physical location in the state are still "operating in this state".

You are correct. Any physical presence in Florida is considered operating.
