An institution must have a physical location in the state of Florida in order to be operating in this state? Institutions enrolling Floridians students in 100% distance learning programs without physical location in Florida are not said to be "operating in this state"?

No, any insitution who attempts to promote their classes by any way possible is said to be "operating in this state".

False, 100% distance learning classes regardless of whether they have a physical location in the state are still "operating in this state".
