What do you guys think about sending out an email to the team and asking for meeting topics or issues they are having in their job to help with joining in to the conversation as it will be a little more anonymous for them to air their grievences?

Your idea has merit. I would suggest that you supply background information as to what you are trying to accomplish and also include several topic examples.

I agree,some team members maybe the type that will not speak out on there own.It may take a small group setting and a strong team leader to pull information from that member,until they feel confortable in the group.I have found once this happens,they always have some great input with the team.

I fully agree. The trick is creating an environment that encourages people to participate. Sometimes that means structuring meetings, presentations, etc. that requires active participation rather than passive agreement and adding value to the group
