How do I create an atmosphere that encourages creativity specifically for fashion students?
I would think hanging images of examples of what you consider highly creative work would be a good start. Maybe allow the student to also suggest work that inspires them.

Showcasing exceptional student work seems to really motivate students. Great work created by other students does not seem too far out of reach and it will also help the student trust your instruction even more after seeing your past students results.

excellent point with showcasing the work that is great, but again by a "relevant other" so it doesn't seem impossible.
