Hi Craig, I would prefer to use an assessment that mirrored the licensing exam. You could perhaps use an essay to explain a procedure that might be part of the licensing process.

I would not I run a program that is dependent on state licensing and if i did essay style tests only I would loose the ability to understand if they have learned all the material.

I would not recommend an essay test for someone going for a commerical license. A test for awardming a commercial license must show the individual has mastered the knowledge necessary in being given the license. A better option would be a blended assessment of knowledge and skills.
