How do you identify people who might have a natural capacity for learning a trade but do not appear at the first interview with a portfolio or other physical indication of their skills?

I would give that individual a manual skill test. This test must measure their ability to follow instructions, to use the tools of the trade, and to effectively communicate. You may also want to add other abilities that you believe important that your students or prospective employees need to know.

This is one way of getting a baseline on your students. You then know what skills they are bring to your class. This is very helpful when you decide what content you are going to select for your class. This will also allow you to better target your students if you need to customize some part of their training.
