I think that depends on what the multiple jobs are. For instance, in the financial aid field (my field), the same person that awards aid cannot be the same person that disburses aid to the students - so this would be a two-person job. And there are other guidelines for husband/wife teams who work in financial aid. You would have to contact the USDE or check the financial aid handbook for further details. Basically, if the multiple jobs that a person is doing would normally cause a conflict of interest, then more than one person should share those responsibilities ex. a person who does financial aid cannot do admissions as well, etc.
