Reenrolling a dropped student
If a student is dropped due to attendance, it is possible for that student to reenroll the following semester and receive credit for the course or a similar course for the days they did attend?

That is an excellent question. The short answer is "no" - the student cannot receive partial credit for the course they dropped from. Attainment of credit hours is all or none. So partial credit is not an option. Please review the rules on "Incomplete" grades. If the student is at a point where no refund is due, you may be able to retain the student, or drop and issue an I to be made up later (check the TWC CSC rules to be sure).
