Are these type of grants only available to colleges?

Federal Pell Grants are available to eligible students attending eligible colleges. If a college has a Participation Agreement (PPA/ECAR) with Department of Education, it will indicate what TIV Programs the college may participate in with ED. If the college is eligible to participate then a student attending an eligible program at the college could participate in Federal Pell Grants with a valid ISIR/SAR.
