Cost-effecive pilot?
Is there a way to pilot an online program with only one course and still have it be cost effective?
I think so, certainly. I would find a class that is smaller in scope, like say an Intro. to Computers class, and try it online. Get all the kinks out. Many schools do this with changes in their online programs. They find one small cohort, and try it first on them.
That is a good idea- I wonder if using CEU's as a start might be a good idea as well- so that the ideas of establishing all that is needed can be worked out for a small 1 or 2 CEU course then established for more typical college courses.
