Definitely one-on-one. As they become more comfortable, they will engage. Students usually attach to someone with a similar understanding.

I like the suggestion to use "Information Cards" the first day of class to get to know the students. Review the Course Syllabus in class so everybody knows the requirements for the course. Let students know your requirements & expectations. Let students know your expertise & knowledge in the suubject matter.

Getting to know the student and encourage them on their strengths is a way to help them build confidence and gain confidence.
