Linda, The required placement rates take into consideration the variables that you have mentioned. There will always be those students that you are not able to influence. But as long as the team is student centered meeting the benchmark is possible.

kamaar, It is a good practice to have the student accustom to payments. When they graduate it doesn't seem like such a burden.

Linda, The removal of the 12 safe harbors prohibited referrals for a fee. Here is an exerpt from the Program Integrity Rules. "(2) Whether the commission, bonus,or other incentive payment is provided to any person based in any part, directly or indirectly, upon success in securing enrollments or the award of financial aid, which are defined as activities engaged in for the purpose of the admission or matriculation of students for any period of time or the award of financial aid. Maggie, The issue is an old one. Almost 2500 years ago, the philosopher Socrates debated the question with his fellow Athenians. Socrates' position was clear: Ethics consists of knowing what we ought to do, and such knowledge can be taught. Most psychologists today would agree with Socrates. Morals are developed in a series of stages beginning in childhood. What happens when that stage is not developed? Can we skip a phase and still develop ethics?
