Regarding Program Evaluation it is important to remember that evaluation begins with collecting and using meaningful data to support decision-making within high-quality CTE programs. Data and evidence is what determines whether a program is meeting learner needs, is aligning with workforce expectations and achieving intended post-secondary and career-based outcomes. Data-informed decision-making helps leaders identify opportunities for improvement and understand how to best support program performance and strengthen learner success.

Implementation begins by translating planning decisions into an operational program that learners can access and be able to complete successfully. It is important to first define the program structure and credential expectations and the balance between classroom instruction and hands-on learning before selecting equipment or arranging classroom space. Staffing decisions are very important to the program structure and it is important to provide readied supports to new instructors and to ensure that the program structure has both available workforce entry as well as long-term career advancement while aligning with institutional goals and learner needs.

When building a curriculum framework, it is important to determine what exactly the program is preparing to achieve and have it student learners to do. During this phase it is important to identify workforce demand and confirmed program feasibility, and to target specific employers, occupations and realistic entry opportunities for students who complete the pathway. By defining these occupational goals, it can help ensure that the program curriculum is appropriately aligned to workforce demand, expectations and learner outcomes.

A needs assessment helps with the initial analysis of potential programs and focuses on the feasibility and potential longevity of a new program, taking into account student interests, learner trends, start up and maintenance costs for program implementation, and highlights potential obstacles and barriers that need to be addressed in order to effectively and sustainably launch a new program.
