Donald, A rubric doesn't necessarily explain the process of a course, but the expectations of an assignment/project. When you note it's a contract, I think you are talking about a syllabus, correct? Please post again for clarification.

F. Javier, Definitely. We have a variety of students and they have a variety of skills. We have to keep working with them to build upon their existing skills to move to a higher level.

Russell, Right. Just because students note they "understand technology" doesn't mean the understand all technology - PowerPoint, Excel being two of them. Good point.
Janette, Guidelines are very helpful to the students and provide a model of communication. When they know what to do and when, their anxiety can be reduced.
