Good question!  I do have to say that I got some great ideas on recruiting members from the OTC course I'm currently taking - OP110 on Boards.  I've always asked at Chamber events, networked with employers of our graduates and graduates themselves, externship sites, and through community service partners.  That and of course, asking faculty and staff who they are still in cotact with from when they worekd in-field.  I liked the suggestions in the course of trade and civic organizations, and religious affiliations - I've never considered those.

ACCSC has a Monograph Series publication on Institutional Assessment and Improvement Planning on thier website here http://www.accsc.org/UploadedDocuments/2014%20Monographs/Institutional%20Assessment%20and%20Planning%20Monograph%202014.pdf that we have used in the past as a base table of contents - then we built in some additional, campus specific categories.  Hope that Helps.
