We focus on equal access and the opportunity to participate fully at post-secondary institutions. Accommodations can be seen as a means, but not an actual end. This does not mean accommodations enhance success for students (even though we should hope they are successful).
Students can and do face a variety of disabilities, but are able to be successful with a level "playing field." With case-by-case consideration, students can be provided with proper accommodations and equal access to opportunities.

Institutions may not discriminate on the basis of disability at any time. These laws determine that students with disabilities must have case-by-case consideration for accommodations so they have equal access to available opportunities while in higher education settings (the whole way through graduation.
