I think the guidelines are vitally important to ensure that funds are spent in the manner that best supports CTE programming for students.

It helps recipients know their left and right limits and be mindful about the investments they are making using grant funds.

They help programs by providing funds to advance CTE programs, and not simply to fund existing services.

No, it idid not surprise me.  I feel like small subrecipients may determine the rules are too numberous and complex to manage versus the funds they receive.
