Marcus, Thank you for your post. I agree that the variance instructor be well versed in the subject and possess classroom management skills. I suggest reviewing the TWC CSC variance rules prior to hiring such a candidate, in order to ensure you know the steps and documentation required to demonstrate the person's skills and abilities. Guy - you hit the nail on the head.  Prior to seeing your post I was thinking of the phrase "culture of compliance" for my post topic.  Those who believe in compliance, and participate in compliance education (such as MaxKnowledge courses) need to take that information back to their schools and peers/superiors.  Improving a company culture can happen from the bottom-up, as well as the top-down.

The unfortunate house cleaning that John refers to is (in my perspective) a result of the lack of a culture of compliance within many school organizations.  This "culture" is surely talked about - most… >>>

Michael, Yes it is still counts for the school when a grad gets a job under the NP category (meaning they claim to have obtained the job on their own, without direct help from the school). For the annual report, this would be reflected in the schools "Employment Rate" which includes all NP and P employed graduates. The Employment Rate is the better indicator of the success of the program. Unfortunately, this methodology assumes that a placement is only when the school directly helps the grad get a job (like providing the job lead). Thanks, JP Mehlmann

Michael, Thanks - you ask a good question. TWC CSC does not require a signature if the school obtained placement info from telephone or other records. In fact, I have seen some schools have the student sign the form at an exit interview prior to the student obtaining employment. This is not acceptable. If you look at the PS-072A form, the student signature line is included and part of the data lines for employment info. In other words, the student/graduate should only sign it when they are reporting their employment info. In addition, the Annual Reporting to CSC must match… >>>

Paulette, Yes - and subjective relative to how good a case you make on the application and supporting statements/documents. You want to make a factual and detailed explanation of why you believe the candidate is (otherwise) qualified. If you cannot make a strong case then you need to look for other candidates. JP Mehlmann

Paulette, It is possible that such a variance could be approved, especially if the graduate has some/minimal work experience in the field or has previously taught the subject. The variance provision for instructor approvals is one area of TWC CSC rules that is subjective and up to interpretation - to some extent. Per the instructor application, a Bachelor's degree alone is sufficient for approval without a variance IF the candidate has 9 semester or 12 quarter credit hours in the subject to be taught. Otherwise, page 9 of the instructor application explains in detail how to submit a variance request.… >>>

Michael, Thank you for your questions. Is your school new, or in a position where TWC CSC requires you to submit instructor applications prior to the instructor teaching in your school? The TWC CSC rules state: If a school meets all three of the following requirements, it is not required to submit Instructor Applications to CSC for approval. 1. The school has been licensed for at least one year. 2. The school has been accredited by an agency recognized by the US Secretary of Education. 3. Angela, Thank you for your question. Any instructor candidate that does not meet the stated TWC CSC criteria which, includes various combinations of work experience and education, would need to be submitted as a variance. Since someone could have a certification with no actual related work experience, a variance would be necessary to make the case that the candidate is otherwise qualified. JP Mehlmann
