From my experience quizzes are usually formative assessments; while formative assessments are needed in a course, some more substantial summative assessments (like rubric graded essays or final standardized tests) are necessary

I agree it can be difficult for people to understand why some credits cannot be transferred

I agree on the importance of an accurate and up-to-date organizational chart
