It is important for educators understand the management standards of Perkins. Following the standards in the classroom does affect classroom instruction.

The activities Perkins funds might support within an entity are very specific. An entity may use the funds to support many activities if it adheres to the rules of the funds awarded. If it spends 100% of federal dollars on an item, then the item must be used 100% of the time on federal programs/activities. There are very few exceptions to the spending rules, but some are available. Some of the unallowable items are religion, entertainment, etc. Allowable expenditures would include travel, equipment, salaries, etc.

They both help and hinder the improvement of CTE programs. I agree that the state/local systems should match spending with federal dollars and Perkins funds should only be spent on CTE programs, staff, students, and resources. However, supplanting is ridiculousness. Once the federal dollars have been delegated to the states and the state has delegated the funds to the local systems, then the monies should be usable on any item that is needed to improve/grow the CTE programs of each secondary school system or postsecondary institution as laid out in the comprehensive local needs assessment plan.  For example, the state/local… >>>

No, the number of ruls/regulations set forth by the federal government nevver surprise. However, the craziness of all the restraints makes it much harder to purchase the necessary equipment and materials that may be needed/necessary to run a program effectively and efficiently.
