Why would assisting a potential student with filling out an enrollment application if they had questions, fall into the area of questionable ethics?

Education Background Checks

In most states, like Pennsylvania, educators need to have FBI clearance, state police checks, and a child abuse clearance. Do the background check that institutions perform include those checks for prospective education students?
