Creating safe and engaging learning means access to learning for everyone is the most important factor for success in creating an atmosphere where everyone can feel comfortable to learn the best way he/she can.  When the intent is to have everyone learn as effectively as they can, creating a safe environment is tantamount to students being able to learn and retain what they learn to the fullest.  Engagement includes involvement, that the instructor/teacher shows his/her level of involvement through the level of engagement he/she is willing to provide to get students motivated to learn the material. 

CTE provides the greatest pathway for this, due to the nature of what CTE was created for:  to have students learn skills in certain industries and then be able to obtain real-world experience working in those respective fields.  CTE helps make the learning relevant to the real world.  Though this module covers adult learners, the relevance for high school students is just as transferable, in the sense that when someone wonders why they are learning certain academics, as those academics that relate to the specific trade/industry they are studying, the result is in them being able to retain their studies better because of being involved in an engaging environment...one they enjoy and want to participate in
