I understand the constant distractions that addressing each email as it comes in causes. I taught full-time at another university prior to starting in my adjunct faculty position. As a team player, if I only addressed emails at the example given of 3p.m., I would hamper planning of for example meetings by only addressing emails once a day. Often another faculty member will ask availability for members of a certain task force. Not responding until 3 p.m. or after (depending on the number of emails to address) would slow down ability to select a meeting time and secure meeting place. Perhaps better practice would be to scan the emails periodically and answer ones that were necessary to avoid impeding another person's progress.
