I would think that a supervisor could use a metarubric that was developed by a higher level instructor who could take on the task of developing these. 

In todays age a simple "Google" can start you on your way to building your own rubric.

 

Peer assessment can be done as the students create their 1st drafts. Once they receive the feedback they are better prepared for the instructor's feedback and are more equipped to be on target with the use of the rubric in all areas of feedback

Although the rubric will provide the student with clear expectations of the expected outcome the instructors have to be diligent in updating them prior to using with a new class to ensure it correctly reflects the current student body and expected outcomes.
