Hi Joyce, I agree with you by erring on the side of caution.  Another possibility is to ask someone from the school whether you can release the information if we are not sure.

It's important that all staff and students are educating regarding sexual harrassment, domestic violence, rape, stalking, etc.  Information provides an powerful tool to help prevent misconduct.

Although it doesn't matter whether the offense has been reported to the police, it should be encouraged.  It also needs to be investigated whether it occured on campus or not.

The role of the Title IX Coordinator is to be visible to all employees and students to provide training, conduct climate surveys, process requests for confidentiality, maintain records, modify and increase safety measures and policies when needed, and to continually review the effectiveness of these policies on campus. 

Title IX was inacted to protect students, employees, or anyone from being discriminated against based on gender identity.  As an online instructor, we may not be aware of a student's sexual or gender identity but would still follow the law.
