It is a good quality to be able to relate to others. However, since based on the setting one may be held accountable, it might be cautious/professional to keep a neutral tone.
It maybe a matter of school philosophy/policy because the students have to repay the loan. It maybe crucial for them to stress the importance of completing the training, find a job and start repaying the loan 6 months after graduation.
We should do our best to maintain a good relationship with prospective students. However, we should follow some ethical guidelines. If at some points they do not wish to be bothered or change their mind, we have to respect that.
How to measure the effectiveness of a publicity campaign?
The main challenge is the reality versus what they want to hear. Since we can not lie to them, we have to go by what we have accomplished in terms of placement for that particular field and encourage them to develop their own network. Volunteering and externship can be a great start.

States regulations and training are great ways to ensure compliance, but it has to become a culture to be more effective. Despites the rules and regulations, if the environment does not promote a compliant culture, it will be hard for the admission/enrollment/financial aid representatives to develop a working ethics.
This training was a good refresher. It will be benefitial to both my institution and myself because the most accurate and up to date information will be provided to the prospective students. In addition, my institution will be in compliance with the new rules and regulations that are in vigor.

The course was a good refresher. It helps people dealing with admission review/learn about the rules and regualtions related to their daily tasks.
I concur with you that being in compliance is a huge part of your job because it gives you more confidence and authority to sell your product (s).
