I completely agree, there are studies that indicate that a person 'in need' of basic accommodations may not make the best decisions regarding other areas of their life.
An example that I recall is related to Hurricane Katrina victims. Many middle class families were displaced due to Katrina and during this time they were compensated with housing and financially. There were several reports of people who opted to spend their money on non-necessity's such as expensive clothes and jewelry as opposed to staples. Mental Health professionals related this to stress.
