Mo, You have laid out a very good plan for how to use the syllabus. By having a well prepared syllabus and reviewing it with students at the beginning of a new course you have provided them with the road map of the course. It is up to them to follow it throughout the session. This is a shift for many students because they are conditioned to think that the instructor will give them slack if they don't meet deadlines, etc..
