Applying the knowledge soon after it is learned is key to retaining it and continued practice. I also think that the assessment design should fit the person's learning style. Multiple choice tests for kinesthetic learners just do not work, since it has not allowed an opportunity to experience the learning. Sometimes our superiors are challenged with focusing on organizational goals that sometimes getting their attention to our IDLP goals is a challenge. I agree that it is important to visit both and ensure alignment.
